Over forty-five years ago, Rt. Hon. Abdulkarim Lawan, the current Speaker of the Borno State House of Assembly was born to the family of Alhaji Lawan Umar of Guzamala Lawanti ward of Guzamala Local Government Area of Borno State

Hon. Abdulkarim attended Guzamala Primary School from 1977 to 1982 and obtained leaving school Certificate. He attended the Government Secondary School {GSS}, Kukawa from 1983 – 1988 and obtained Senior School Certificate. From 1992 – 1993, he was at the Staff Training Centre, Konduga and obtained Certificate in Office Practice and Procedure and later University of Maiduguri where he bagged Diploma in Public Administration in 2003, Advance Diploma in Public Administration in 2007, B. Sc Sociology and Anthropology and M. Sc Sociology.

A seasoned local government administrator was in the unified local government service from 1988 to 2000 holding various positions at various points.

Politically, Hon. Abdulkarim was elected as a Councillor in the former Kukawa Local Government Area on the platform of Non Party System. On the creation of Guzamala Local Government Area in 1996, he was appointed as a Supervisory Councillor. At the end of his tenure as Councillor, he joined full time politics.

Hon. Abdulkarim answered a clarion called by his people to contest the House of Assembly seat on the platform of the defunct ANPP and was overwhelmingly elected as a member of the 6th Borno State House of Assembly in 2007.

During his first tenure in the House, Hon. Abdulkarim was appointed as Chairman, House Committee on Commerce, Industry and Tourism. He was also a member of House Committees on Water Resources and Environment. At the end of the 6th Assembly and realizing his potentials and people oriented legislation, he was re-elected for another period of four {4} years in 2011.

Following the impeachment of Hon. Goni Ali Modu, Hon. Abdulkarim Lawan was unanimously endorsed by his colleagues and elected as the 11th Speaker of the of the Borno State House of Assembly on Thursday, 2nd February, 2012.

As the Speaker of the House, he automatically chairs Committee of the Whole House; House Committees on Selection; Finance and General Purpose as well as Branch President of the Commonwealth Parliamentary Association {CPA} where he did diligently, meritoriously, transparently and with accountability.

Hon. Abdulkarim Lawan is a Member, Northern Speakers’ Forum; Member, Conference of Speakers of Nigerian State Legislatures as well as Conference of Presiding Officers of Nigerian Legislatures. He surfaces at the National politics when he was elected as the Deputy National Chairman of Conference of Speakers of Nigerian Legislature.

At the expiration of the Chairman’s tenure, Hon. Abdulkarim, then Deputy Chairman served in acting capacity as the Chairman of the Conference until he handed over the affairs of the conference to the new Principal Officers after successfully organized free, fair and transparent elections for new officers of the conference.

Since his election as the Speaker, the relationship between the three arms of the Borno State Government in one hand and other organizations, agencies, institutions, unions, individuals and groups were cordial and waxing stronger day by day; this is due largely to his leadership style.

To further enhance legislative and leadership performance and efficiency, he attended a good number of courses, seminars, workshops and conferences within and outside the shores of Nigeria in the areas of Legislative practice and procedure, Administration, Leadership, Management, Accountability, Transparency, Human Capital Development, Technology, among many other areas.

In recognition of the people oriented legislation under his leadership, the articulated parliamentarian, administrator, manager, leader per excellence has received a number of awards which includes:-

  • Anti Corruption Ambassador {M Clean} by ICPC and Foundation for Transparency and Accountability {FTA}

  • Certificate of Honour by the Nigerian Youth Political Agenda {NYPA under the auspices of National Youth Council of Nigeria

  • Outstanding Speaker by the Students Union Government {2015/2016}, Unimaid Chapter

  • Meritorious Service Award by Arewa Youth Enlightenment, Educative and Support Initiative/African Visionary Leaders’ Association

  • Award of Leadership Excellence by the Parliamentary Staff Association of Nigeria {PASAN}, Borno State Chapter

  • Award of Leadership Quality by the Computer Engineering Students Association of Nigeria, University of Maiduguri Chapter

  • Beacon of Hope by Justice Pen Alliance {Promoters of Responsive Leadership for a Better Society}

  • Excellent Leadership and Good Governance Award by the National Institute of Public Administration and Management Development among other awards.

His other areas of interest include Politics; Education; Women and Youth Empowerment; Local Government Administration; Legislative Practice and Procedure; Peace and Conflict Resolutions, Environmental Conversation/Protection and Corporate Social Responsibility.

It was in view of these potentials, experience, achievements, leadership qualities, legislative improvement and other silent aspects; he was re elected, for the second time as the Speaker on Monday, 8th June, 2015 to sphere head the 9th Borno State Legislature for the third time.

Hon. Abdulkarim Lawan, as part of his Corporate Social Responsibility awarded scholarship to over 300 students of Guzamala Local Government Area and some selected students across Northern Borno Senatorial District; sponsored 50 students to undergo 6 months computer studies at the University of Maiduguri,

On both official and personal capacities, Hon. Abdulkarim travelled to Malaysia, Kingdom of Saudi Arabia, Sri-Lanka, South Africa, United Arab Emirate, India, Ethiopia, Egypt, Ghana, Niger, Cameroon, Tchad, Benin Republic, United States of America He has widely traveled both on personal and official capacities. He is happily married with children and likes reading, travelling and watching at his leisure.
